Can I get ECNR on a passport without 10th?
I think you will get ECR(Emigration checkn required) because you are not a bachelor degree holder. 10th class passouts get ECR on passport. But US does not consider these stamps and immigration will let you inside USA based on the purpose of visit which is defined by visa you got. Few asian countries(Japan i know) require ECNR stamp but i do not know their visa/visting processes.
