No it is very unlikely to mean that. It means the application has not been closed out in the IT system either because of human error or a delay in updating the tracking. Of course you are free to re-apply for a visa any time but unless you can overcome the obstacles such as by showing a significant change of circumstance it is VERY unlikely to succeed.
