Not necessarily. It is only giving you notice that your passport is on its way back to you so that you can make arrangements to accept it from the courier. You may or may not have a visa stamped inside so there will be a few days of anticipation before you will know either way. Im not sure of the procedure at present however matters like this are usually dealt with in writing or by document. You will, most probably, find a formal letter advising you of the result of your application accompanying your passport.
